huffington post" -- ryan grimm joins us. you write that the senate modestly occurred filibuster's. essentially, what did they agree to? caller: what they agreed to is something, a series of steps that will quicken the pace of legislation in the senate. there has been a battle raging for the last couple of years over how they would rewrite the rules of the senate this chamber. there were two separate objectives that slightly overlap. one is that progressive senators wanted a higher quality of legislation, it wanted more progressive legislation to be able to get through, and a requirement of getting 60 votes rather than a simple majority was standing in the way. for somebody like majority leader harry reid -- harry reid, it was the volume of legislation. he thought the chamber was too backed up by the number of bills. under the current system, it could take an entire week to get legislation through, even if it had a near majority support, because of all the different rules involving 30 hours a post- cloture time, and intervening day, another cloture vote, and a cloture vote before

of the wilderness so to speak. congressman paul ryan had some advice for the gop on saturday's national review conference. then i want to play for everybody the rising star, mayor of utah, or in utah, mia love. what she had to say about the gop. >> the president will bait us. he will portray us as cruel and unyielding. we capital get rattled. we won't play the villain in his plays. we have to stay united. we have to show that if given the chance, we can govern, that we have better ideas. >> the president, i believe, is president today not because of what he does, but because of what he says because people feel like they can relate to him. people feel like -- that he can relate to them and that he understands even though he can't really -- he is not really doing anything to help the people on the ground. they feel like he understands them. >> so the take-away that the president has made the gop the villain? >> you know, i think the take-away is that they don't want to change. paul ryan's remarks in particular were -- boiled down to exactly that, didn't they? he said we've got to keep doing what

a little bit about congressman paul ryan. he was of course the republican vice-presidential nominee. he has been pretty quiet since the election. speaking out in his first national interview warning republicans that president obama is not looking to moderate and move to the middle but is instead looking for a political fight. >> i decided not to comment between the election and the inauguration because i wanted to see what kind of president we're looking at here? what kind of path and trajectory he was putting his administration on. all of the statements and all of the comments lead me to believe he is thinking more of a political conquest than political compromise. and that is my concern. jon: ryan also focused on the nation's fiscal crisis saying only significant spending cuts, not tax reform, will solve the deficit problem. that is something is he thinks the president is missing. >> i don't think that the president thinks we actually have a fiscal crisis. he has been reportedly saying to our leaders we don't have a spending problem, we have a health care problem. that leads me to conclud
